Method: customs value = goods + freight + insurance (Turkish Customs Law No. 4458); VAT base = customs value + import taxes paid (VAT Law No. 3065, Art. 21). If a surveillance value is entered and is higher than the customs value, taxes are calculated on it; the TRT banderole fee is calculated on this value and added to the VAT base. Stamp duty, declaration and port costs and anti-dumping duties are not included. This is an estimate; the exact amount is set when the declaration is registered.
Import taxes are calculated on the customs value: the price of the goods plus freight and insurance up to the Turkish border (CIF value), converted into Turkish lira at the exchange rate on the declaration date.
Customs duty and, where applicable, additional customs duty (İGV) are applied to the customs value at rates set by the HS code and country of origin. Industrial goods of EU origin with an A.TR certificate are mostly duty-free under the Customs Union.
The VAT base is the customs value plus the import taxes paid; VAT is usually 20%, and 10% or 1% for some products.
